The “CPC Central Committee’s resolutions on the major issues in the overall deepening of reforms” passed by the Third Plenary Session of the 3rd Plenary Session of the 11th Central Committee of the Chinese Communist Party has caused great repercussions in the petrochemical industry of Liaoning. Industry insiders unanimously believed that this was an important meeting held at the critical time of our country's reform and opening; it was another important documentation on reforms bearing historical significance, which is doomed to have a significant and far-reaching impact on the development of the industry.

In recent days, Shenyang Chemical Research Institute, Dalian Institute of Chemistry and Physicals under Chinese Academy of Sciences, Fushun Petrochemical Research Institute, Liaoning Petrochemical Planning and Design Institute, Dalian University of Technology, Shenyang University of Chemical Technology, Liaoning University of Petroleum and other chemical units have entered intense discussions in combination with their own practices.

President of Liaoning Petrochemical Planning and Design Institute, Sun Yun, expressed that General Secretary Xi Jinping had expatiated systematically on deepening science and technology systems and implementing the strategies of innovation-driven development, with very rich content and very profound connotations. Currently, Liaoning Province has given top priority to the development of the fine chemical. The Planning Institute has undertaken the work of preparing the development plan of the fine chemical industry in Liaoning in the “12th Five Year”, which is required to be centered on the overall situation of the Central Government to comprehensively deepen reforms, to further emancipate the mind, and concentrate the wisdom and strength of employees onto scientific and technological system reforms and the innovation-drive development, thus to rational allocate public resources and policies, and promote the restructuring and upgrading of the petrochemical industry through high-quality services and efforts.   

Party Secretary of Shenyang University of Chemical Technology, Mr. Bai Wei, expressed that the plenary assembly had regarded the deepening of science and technology system reforms as the important content. In order to study and implement the spirit of the plenary session, we need to make good plans for the reform of the science and technology system and implement them effectively; we need to deal with the contradictions in reforms with the methods of reform, and solve problems in development through the strategies of development. We need to implement the innovation-driven development strategy. The task of universities is to cultivate a new generation of students of the new era who pay attention to thoughts, knowledge and practice.  

Young employees from seven branches of PetroChina in Liaoning Province and North Huajin, Dahua Group, Shenyang Chemical Group and other large state-owned enterprises were very excited about the proposition of the of the plenary session “accelerating the construction of the ecological civilization and promoting the new pattern of modern construction that emphasizes the harmonious development of man and nature, by closely focusing on the construction of a beautiful China and deepening the reform of the ecological civilization system”. Vice director of the Publicity Department of Fushun branch of PetroChina Yang Yan said “the Third Plenary Session allowed the young people to see the party’s determination to continue the reform and development; they were confident that the country will become better and better, and determined to assume the responsibility of deepening the reform of state-owned enterprises, contributing their due efforts to constructing a responsible enterprise satisfied and respected by the people.
